Symptoms

Fluid Tile Not Showing on Home Page:

Created a new navigation collection and tile, ran portal sync successfully but the tile does not automatically show on the home page. Also attempted the personalize feature and force it to show, but does not appear automatically.


The issue can be reproduced at will with the following steps:
1. Created Navigation Collection tile
2. Ran Portal Synch
3. Tile does not appear on homepage
