E-QR: In-list Option For Subqueries Not Being Available In 2-tier

Symptoms
There is no in-list option for subqueries in 2-tier.
When connecting from PIA (4-tier), this option is available.
In order to replicate the issue, follow the below steps:
1. Open psqed.exe.
2. Search for an existing query.
3. Open it.
4. Try changing the criteria to use in-list for subquery.
5. Save the changes.
6. It just reverts back to the old criteria.
