Symptoms
When submitting Affordable Care Act (ACA) Files, they are rejected by the Internal Revenue Service (IRS) with the following error:

The issue can be reproduced at will with the following steps:
1. Create ACA XML files for transmission to the IRS (Navigation: Benefits > ACA Annual Processing > Transmittal and Forms > Create ACA XML Files).
2. Submit the files to the IRS.
