EOI and Level Rules on Event Rules Table Don't Work if Old Plans Are Dropped and New Plans Offered (Doc ID 2756770.1)

Symptoms

The “Max Number of Change Levels” is set to 1 on the EOI and Level Rules page of the Event Rules table for employees currently enrolled in a Life Insurance Plan Types. Vendors were changed as of January 1 of the new year. At that time, during Open Enrollment, employees already enrolled in the Plan Type are offered plans at all levels instead of only those no more than 1 level above the current enrollment.

Steps to reproduce the issue:

     1. Create Open Enrollment events (Navigation: Benefits > Manage Automated Enrollment > Events > Run Automated Event Processing).
     2. Employee navigates to Self Service Benefits Enrollment for Open Enrollment (Navigation: Employee Self Service > Open Enrollment tile, Benefits Enrollment step).
     3. Employee selects the Supplemental Life card.
