Attempt to Terminate COBRA Covearage Ends with Error

A terminated employee elected to participate in a COBRA medical plan. That enrollment was entered and saved with the default Election Date, which was the day the entry was done. The employee then voluntarily wanted to terminate that participation. When attempting to enter the termination, the following error was triggered:
Steps to reproduce the issue:
1. Enter the election for the medical plan (Navigation: Benefits > Administer COBRA Benefits > Manage Automated Participation > Participant Elections).
2. Run the COBRA Administration process to record the enrollment (Navigation: Benefits > Administer COBRA Benefits > Manage Automated Participation > Qualify Event/Proc Enrollment).
3. Attempt to terminate the COBRA enrollment (Navigation: Benefits > Administer COBRA Benefits > Terminate COBRA Coverage > Terminate Participant).
