Symptoms
A Reissue File was rejected by the IRS due to errors with employee data. Employee data errors were resolved using a Reissue row, but when the Create ACA XML Files process is run to create the Replace Transmission file, no PDF is generated with the employee's 1095-C and no Manifest nor Request files are created.

The issue can be reproduced at will with the following steps:
1. Create an Original File. Navigation: Benefits, ACA Annual Processing, Transmittal and Forms, Create ACA XML Files.
2. Insert a change to the employee's Transmittal data with Reissue. ACA Employee Transmittal Data Navigation: Benefits, ACA Annual Processing, Create ACA Form Data, ACA Employee Transmittal Data.
3. Create a Reissue File to upload to the IRS which is then rejected. Navigation: Benefits, ACA Annual Processing, Transmittal and Forms, Create ACA XML Files.
4. Set the Reissue file to Rejected on the ACA Transmission History page and add the Receipt ID. Navigation: Benefits, ACA Annual Processing, Transmittal and Forms, ACA Transmission History.
5. Insert a new ALE Employer transmittal Data row. Navigation: Benefits, ACA Annual Processing, Create ACA Form Data, ALE Employer Transmittal Data.
6. Insert a new ACA Employee Transmittal Data row with Reissue. Navigation: Benefits, ACA Annual Processing, Create ACA Form Data, ACA Employee Transmittal Data.
7. Run the Create ACA XML Files for a Replace Transmission selecting the rejected file's Receipt ID. Navigation: Benefits, ACA Annual Processing, Transmittal and Forms, Create ACA XML Files.
8. Review the Application Engine Log File to see the error.
