"You are not authorized to do Casual User Receiving" Message When Trying to Search Transactions on the Fluid ePro Receiving Tile

Symptoms
User is getting "You are not authorized to do Casual User Receiving" error message when trying to search for transactions on the fluid ePro Receiving tile under eProcurement tile.
Steps to reproduce the issue:
1. On the Fluid homepage, click on eProcurement tile (Employee Self Service > eProcurement).
2. Now click on ePro Receiving tile.
3. Provide PO Business Unit (BU), Requisition Business Unit (BU) and Requisition id. Click on Search.
4. Get below error message:
