Mark Complete Button is Not Updating Status to Complete on the Open Enrollment Activity Guide Home and Address Step (Doc ID 2765567.1)

On the Open Enrollment Activity Guide, for the Home and Address Step, when clicking the 'Mark Complete' button, the status still shows as Visited and is not updated to Complete.

The issue can be reproduced at will with the following steps:
1. Log into Employee Self Servce
2. Click on Open Enrollment Activity Guide
3. On the Home and Address Step click the Mark Complete button
4. Click Yes on the popup box
5. Home and Address Step still shows as Visited and not complete.
