ETL9.2: Proxy Not Able to Search Employees by Using the Filters

Symptoms
When attempting to search employees by using filters, the following message appears "There were no employees found based upon your selection criteria".
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Delegator A have delegated "Manage Report Time Fluid and Manage Approve Reported Time" to Proxy B
2. The Proxy B accepts the delegation
3. The search filters are not working when Proxy B (Process Own Employees) search for his direct reports by using search filters
