Fluid Delegations Doesn't Pull Proper EMPL RCD on Creation (Doc ID 2766931.1)

Symptoms

When a supervisor with 2 employee records (EMPL_RCD 0 is terminated and EMPL_RCD 1 is active) is creating a delegation, EODL_DELEGATOR_RCD field is getting the terminated record and not the active record

The issue can be reproduced at will with the following steps:
1. Create a Delegation Request
2. Check EODL_DELEGATOR_RCD in the database
3. Note that the wrong employee record is showing (EMPL_RCD 0 and not EMPL_RCD 1)
