E-WF: Unable to Re-order Fields In Page Composer

Symptoms
Users are unable to re-order fields in Page Composer.
The issue can be replicated as follows.
1. Navigate to Enterprise Components > Page Composer > Page Composer.
2. Load VoucherApproval.
3. Navigate to the Header Detail page.
4. Attempt to drag the Voucher Source so it is above the Due Date, and observe that it cannot be done.
