Symptoms

When load testing a custom inbound student registration REST service, row lock contention occurs on PSOPRDEFN table. Row lock contention occurs on the statment below, and causes Integration Broker (IB) synchronous service performance degradation.

The issue can be reproduced using the following steps:

1. Perform a load test that simulates a large volume of students registering, triggering the REST service.

2. Observe row lock contention on the database side.
