Qn1:When is the file /attachment (resume/CV/any file in Table HRS_ATTACHMENTS) getting downloaded to the UNIX file server from the HRS_ATTACHMENTS table?

Qn2:While the user/Applicant tries to open the same file(attachment) multiple times online, is it also getting downloaded multiple times to the file server?
