When attempting to install a HCM 9.2 PUM Image 38 environment, the following error occurs in the DPK setup log when the setup attempts to install Tuxedo.

The issue can be reproduced at will with the following steps:
1. Download HCM PUM Image 38.
2. Run the setup script using a Windows user that is a Domain Admin account.
3. Error occurs.
