Symptoms
When proxy accepts delegation from delegate with inactive empl_rcd 0, proxy see's proxy for "blank"
STEPS
-----------------------
1. Create Delegation Request for EE who has EMPL_RCD 0 Inactive
JOB info:
Empl Rcd 0 – Terminated 8/25/2016
Empl Rcd 1 – Active as of 9/6/2016
Empl Rcd 2 – Terminated 9/5/2018
2. Navigate to Manager Self Service Homepage
3. Click on Delegations Tile
4. Click on Create Delegation Request tile
5. Pick an end date in the future and click next
6. No Delegates will be found
