CG:Rejection Notification to Applicants

Symptoms
The applicants who have applied to a Job opening do not receive any Rejection notification when they are rejected by either the Reject button or Rejected by the system when some other applicant is Hired on the same job opening.
The issue can be reproduced at will with the following steps:
1. log in as a recruiter
2. Recruiting--Search Job openings--Manage Job openings
3. Search for a Job opening
4. Under the Applicant tab, click on Reject
Or
Hire an applicant while other applicants are Auto rejected
