Generate Direct Loan Data FAPDLOUT Step Fails with Error "Already using maximum cursors"

Symptoms
When running DLOUT, Generate Direct Loan Data, the FAPDLOUT cobol step ends in error, with the following message indicated in the log file:
Note that the referenced stored statement could vary.
The issue does not occur when processing small batches, however in one case the error began to be seen with as few as 40 records being processed.
The issue can be reproduced at will with the following steps:
- Navigate to Financial Aid, File Management, COD Full Participant, Generate Direct Loan Data, Direct Loan Outbound;
- Populate the parameters;
- Run the process;
- Review COBOL log to see the error: click link to Process Monitor; click DLOUT link; click link for FAPDLOUT step; click link for View Log/Trace (not Message Log); click link to the log file in the file list.
