EPY: New York Voluntary Family Leave Insurance Does Not Self Adjust (Doc ID 2790542.1)

Voluntary New York Family Leave Insurance has a rate change at the beginning of the year that was not entered. Several Payroll Cycles were processed prior to the correction of the Rate change with the effective date of the first day of the year.

This is a self-adjusting tax.

The next payroll cycle, employees with a pay rate less than the Statewide Average Weekly Wage (SAWW) had a correct tax amount reflecting the self-adjustment. Those with a pay rate greater than the SAWW did not calculate the self-adjusted tax.


Steps to reproduce the Issue:

1. Change delivered setting for NY Voluntary FLI EE Period Maximum to Yes.
  Navigation: Set Up HCM > Product Related > Payroll for North America > Federal/State Taxes > Tax Table > Additional Rates
2. Set up Company State Tax Table for NY for current year with Voluntary Rate = same as previous year
  Navigation: Set Up HCM > Product Related > Payroll for North America > Federal/State Taxes > Company State Tax Table > FDI/FLI
3. Locate Employee with Semi-Monthly Pay Rate > SAWW Rate 
  Navigation: Workforce Administration > Job Information > Job Data
4. Confirm On-Cycle Payroll
  Navigation: Payroll for North America > Payroll Processing USA > Produce Payroll > Confirm Payroll > Confirm Payroll
5. Review Paycheck Taxes
  Navigation: Payroll for North America > Payroll Processing USA > Produce Payroll > Review Paycheck > Paycheck Taxes
6. Correct Company State Tax Table for NY for current year with Voluntary Rate = correct rate for current year

7. Calculate On-Cycle Payroll
