Why Are Leave Hours Not Being Awarded on Service Date Anniversary Configured on Leave Plan Table?

When a Vacation Leave Plan is configured to award hours on an Hours Per Month basis and awards the first hours after 3 months of service, why would these hours not be awarded to an employee whose service date is 4/26/21 when the Leave Accrual process is run on 7/30/2021 but in the process run on 8/6/2021? Processing is run on a weekly basis.
