ELM 9.2: Job Data Row is Deleted in ELM When Compensation Row is Deleted and Entered Again in HCM

Symptoms
Job Data in ELM is getting deleted when the compensation row in HCM is deleted and re-entered.
The issue can be reproduced at will with the following steps:
1. Go in to correct history for an EMPLID
2. Navigate to the Compensation tab
3. In the “Pay Components” section, delete row for NAHRLY comp rate code
4. Reenter comp details and click Calculate Compensation
5. Save, Workforce_sync service operation message will trigger to ELM.
6. Log in to ELM and run LM_LD_ASYNC: Set Up ELM > Process Asynchronous Data
7. Upon completion, User Profile is deleted: Enterprise Learning > User Profiles > Internal Learners
