When Include Contingent Workers is unchecked from the Delegation Installation Settings, CWRs still show up in the Delegates Prompt when adding a Delegate.


The issue can be reproduced at will with the following steps:
1. Login as an Administrator
2. Navigator > Enterprise Components > Delegation > Installation Settings > Contingent Workers is checked and Save.
3. Login as a Manager and Add a Delegation tile
4. Create Delegation Request and Search for Delegates
5. Observe that CWRs shows up in the search results.
6. Delegation is submitted.
7. Navigator > Enterprise Components > Delegation > Installation Settings > Contingent Workers is unchecked and Save.
8. Login as a Manager and Create Delegation Request and Search for Delegates.
9. Observe that the CWR still shows up even though 'Include contingent workers' is unchecked in the Delegation Installation.
