Symptoms

When attempting to use the import catalog feature, the application engines LM_CT_FAIL and LM_CT_LOAD are failing with the following error.
Or while uploading AICC content to PeopleSoft ELM.

Steps to replicate the issue:
1. Navigate to Enterprise Learning > Catalog > Catalog Import
    Add the Zip Files and run the AE
2. Check the Logs for AE's LM_CT_FAIL and LM_CT_LOAD and notice the programs fail with the above error
OR

1. Navigate Enterprise Learning > Catalog > Maintain Classes
2. Choose the class where the AICC content needs to be uploaded and go Learning Component Tab
