Unable To Create Applicant when Data Exists With HRS_PERSON_ID = 0 (Doc ID 2800570.1)

It was reported that, when End users are trying to create an applicant and have filled all the necessary details, upon clicking on save the applicant ID is getting generated, but if they search for
the new applicant ID in the search applicant search page they are unable to find the newly created applicant.

The issue can be reproduced at will with the following steps:
1. Navigate to Recruiting > Create an Applicant
2. Fill in all information
3. Click Save and get Applicant ID
4. Search on Applicant ID and see that it isn't found
