Goal

When Employees make use of the Fluid Delegation Framework functionality, there is the option to Create Delegation Request, to submit a petition to potential Delegate Users to act on behalf of the Employees on submitted transactions requiring reviewal/action through approval workflow while they are away for a determined period of time.

Upon creating the new Delegation Request, on Step 2 of 4, the User is automatically presented with a list of Employees to select from. While the Add Delegate button would allow the User to select any other Employee not currently listed on the Delegates page, what is the logic behind the initial list of presented potential candidate Employees?
