Symptoms

When attempting to create PeopleSoft Environment using Cloud Manager(Shift Provision) it fails with the following error in the browser,

Database could not be started using the pfile created

 and in the below log file following error is captured

/opt/oracle/psft/home/psadm2/psft/data/cloud/cmlogs/envs/<env name>/SHIFT_DEPLOY_instance_1_<date time>/psft_activity_dbtier_install_3_<date time>/remote_out.log

ORA-19690: backup piece release 19.0.0.0.0 incompatible with Oracle release 18.14.0.0.0




The issue can be reproduced at will with the following steps:


1. Lift the environment with CM 12 and database version is 19c
2. Attempt to shift with CM 12 with database version 18.14
