When running PeopleTools DPK 8.59.03, the stage "Setting up PeopleSoft PIA Domain" failed and the dpk log shows the following failure:

The issue can be reproduced at will with the following steps:
1. Download the PeopleTools 8.59.03 DPK
2. Run the installation using --envtype midtier
