Manage Job Search Page Doesn't Load Properly - No Search Fields Show

Symptoms
It was reported that after applying image 39 the search page did not load correctly after clicking on Manage Job tile.
The issue can be reproduced at will with the following steps:
1. Navigate to Workforce Administrator Fluid Homepage > Manage Human Resources tile and click on the Manage Job Tile
2. Note that the search page fails to show
