Resource link(s) set up in the SPR URL ID field on the Benefit Plan Table are not displaying when employees view the Plan enrollment page.

Steps to reproduce the issue:

     1. Employee begins Benefit Enrollment and selects a Plan Type tile (Navigation: Employee Self Service homepage > Benefit Details tile > Benefits Enrollment tile, select a Plan Type tile).
