Symptoms

Issue with WORKFORCE_SYNC for POI (Person of Interest)
When a person has previously had a Person of Interest relationship that has ended in the past and is now joining the organization as an Employee, the WORKFORCE_SYNC message has an issue and CRM does not recognize the person's new employee relationship.  As a result, the Employee cannot be found in CRM.

The issue can be reproduced with the following steps:

      1. Log into HCM to add a new POI:
Navigation: Workforce Administration > Job Information > Other Payee
Add a new POI and use an effective date in the past

      2. Log in CRM to check:
Navigation: Customers CRM > Search Person and search for the new POI
the POI came over no issue

      3. In HCM, Open the Job data and insert a new effective-dated job row
Navigation: Workforce Admin > Job Information > Job Data
Set the Action to 'Completion' and Save

      4. In HCM, add another employee instance for the POI to hire this POI as an employee now
Navigation: Workforce Admin > Job Information > Add Employment Instance

      5. In CRM:
Navigation: Customers CRM > Search Person
          Open the POI
The Job tab shows only 1 row and notice the effective date is incorrect in CRM, also all the other information such as job code, department, etc. are empty.

      6. In CRM:
Navigate to Workforce > Search worker
The employee does not return for the search
