E-WF: Push Notification Not Working if Approver's Email Address Is Blank (Doc ID 2815974.1)

Symptoms

Push Notifications do not work (approval notifications do not appear on the approver's notifications page) if the email address of the recipient of an approval request is blank in its user profile.

The issue can be reproduced at will with the following steps:

1. Approver's email address is blank in the User Profile (Navigation: PeopleTools > Security > User Profile).

2. Create a travel authorization request.

3. Log in as the approver, and click on the Bell icon.

4. Observe that the approval request is not present.
