Symptoms
No warning or error is displayed when registering the learner to recertification whose learner status is completed on certification.
The issue can be reproduced at will with the following steps:
1. Log in as Admin and Navigate to Enterprise learning--Learner tasks--Administer Program Rosters
2. Pick a learner who has already completed certification and Enroll them in recertification.
