E-WF: HR Notification Process With Announcement as Delivery Method Fails to Run Because PTPN_PUBLISH.PublishToWindow.InitIBRequest Uses the Web Profile Updated Last (Doc ID 2818730.1)

Symptoms

The sample environment has multiple web servers with different web profiles. The external facing web server uses "External" web profile, and internal web server uses the "Internal" web profile. The external facing web server is restarted last. When the HR Notification process with Announcement as delivery method is run, the following error is seen.

The issue can be reproduced at will with the following steps:
1. Set Up HCM > Common Definitions > HR Notification > HR Notification

2. Choose Announcement as Delivery Method.

3. Click the Send button, and observe the error shown above.
