Maintain Teleworkers Page Allows Changes When Not in Correct History Mode

Symptoms
On the Maintain Teleworkers page, Employees are able to make updates to the data without being in Correct History Mode, even though the Correct History Mode button is available.
The issue can be reproduced at will with the following steps:
1. Navigate to Workforce Administration > Job Information > Maintain Teleworkers
2. Search for an employee
3. Make Changes and save.
