Symptoms

When attempting to deploy PeopleSoft PeopleTools DPK as a Non-Root user it fails with the following error -

Log File: psft_dpk_setup_apply_<Date>.log -

The issue can be reproduced at will with the following steps:
1. Download PeopleSoft PeopleTools DPK
2. Initiate the deployment as a Non-root user
3. See the Error
