Duplicate Applicants Being Created During Load Resume Process

Goal
When we load same resume(with the same Email ID) for multiple Job Openings there are different Person IDs being created. Ideally it should create same Applicant ID for all the job openings being created with the same Email ID resume.
Navigation: Recruiting-> Administration-> Load Resume.
AE Name: HRS_RESLOAD
Duplicate person IDs get created while Loading the resume to the same job opening or multiple.
Can you please confirm what is the intent of the Load Resume functionality? Why does it allow for duplicate applicant IDs to be created? Is there anything else to be done, after Loading the Resumes, to correct this behavior?
