E-Fluid: Images Are Not Displayed Properly on Tree Structures

Symptoms
Images/icons are not displaying properly through tree structures. On the images that don't load, users are unable to select the image to expand or collapse the tree. This behavior is happening on all trees in the application. For example, Tree Manager, Integration Broker Message Definitions, Define Headers and Footers, etc.
When inspecting the HTML differences are seen in how the URLs are rendered. On an image that is displayed properly the URL shows:
Steps to replicate:
- Navigate to a tree. Example navigations:
a. Tree Manager > Tree Manager
b. PeopleTools > Integration Broker > Integration Setup > Message Definitions
c. PeopleTools > Portal > Branding > Define headers and Footers - Some of the images on the tree structure fail to load.
- Select the failing image to try expand or collapse the tree.
- The tree is not expanded or collapsed. Sometimes a blank page is displayed when the image is selected.

The problem was noticed after upgrading from PT 8.57 to 8.59.
