E-BIP/XMLP: Running BI Publisher Reports to PDF Output Format, they are Failing with the Error "oracle.xdo.template.fo.area.NoAvailableAreaException: Not enough rendering area. Please look into the incomplete output file for cause." (Doc ID 2825983.1)

Symptoms

When attempting to run Compensation BI Publisher reports to PDF, the following error occurs and more pages are generated than they should be generated.
The same issue does not occur when running the same template to RTF and HTML output formats.

The error occurs in the "xdo.log" file generated once running the BI Publisher Reports In Debug Mode/Turn ON Logging.

"[STATEMENT] FO parsing error occurred at 'fo:page-sequence' near line 2, column 561551
............
oracle.xdo.template.fo.area.NoAvailableAreaException: Not enough rendering area. Please look into the incomplete output file for cause."

The issue can be reproduced at will with the following steps:
1. Navigate to Reporting Tools > BI Publisher > Report Definition
2. Search by the affected report
3. Go to Template tab
4. Hit Preview button
5. Run the report to PDF
