Enrollment Preview Statement Button on Fluid Benefit Enrollment Page Displays Although Statements Are Suppressed

Symptoms
When the Enrollment Preview and Submitted Enrollment Statements are suppressed, the Enrollment Preview Statement button still displays on the Fluid Benefit Enrollment page. When the button is clicked, nothing happens.
Steps to reproduce the issue:
1. Navigate to Employee Self Service homepage > Benefit Details tile > Benefits Enrollment tile.
2. Open an event that has Enrollment Preview and Submitted Enrollment Statements suppressed.
3. Click the Enrollment Preview button.
