Unable to Submit Section 3 (Re-verification) More Than One Time On The Form I-9 (Doc ID 2826223.1)

The current design of the Form I-9 is to be able to submit Section 3 (Re-verification) one time.

According to the USCIS Handbook the following applies:

"If you have already used Section 3 of the employee's previously completed Form I-9, but are rehiring the employee within three years of the original execution of Form I-9, you may complete Section 3 on a new Form I-9 and attach it to the previously completed form."

Is there a way to enable the form to allow employers to complete only the Section 3 only of a new form and attach it to the original Form I-9?
