EEC 9.2: Trash Can Icon Is Grayed Out for First Selected Delegate Row on Fluid Delegation Request Step 2 Page

Symptoms
The Trash can icon is not enabled for the first delegate row selected at the Step 2 of 4 Delegates page (Panel EODL_PROXY_SEL_FL), while creating a new Fluid Delegation Request.
REPLICATION STEPS:
1.- Log into the FSCM Online Application as a System Administrator User
2.- Navigate to: PeopleTools > Security > User Profiles > User Profiles
3.- Open the PeopleTools Profile for User ID EXS1
4.- Go to the Roles tab
5.- Add the delivered roles of EODL_User, and EODL_Administration
6.- Log into the FSCM Online Application as User ID EXS1
7.- Navigate to: Enterprise Components > Delegation > Create Delegation Request
8.- Fill in the Start Date, End Date, and Comments fields
9.- Click on NEXT button
10.- At the Delegates page (Step 2 of 4), click on the 'Add Delegate' button
11.- Perform a search on User IDs MGR1 and MGR2, and add them to the list of delegates
12.- Return to the Delegates page, and confirm that User IDs MGR1 and MGR2 are displaying as potential delegates, select both rows
13.- ISSUE: Confirm that while the Trash Can icon from the second row is clickable, the one for the first row is grayed out

Users are unable to delete the first row of Delegates displayed, while other rows can freely be removed. This confuses Users, as there is no logical explanation as to why the first row cannot be deleted, specially if it was added by mistake.
All rows in the Delegates page (Step 2 of 4 of Create Delegation Request) should be able to get deleted, with the Trash Can icon clickable, if needed.
