EGL9.2.Spreadsheet Journal Import(JRNL1_WS) Allows To Import Invalid Chartfield Values When Amount Is Zero

Symptoms
When using journal spreadsheet functionality to import data and the check "Edit Journals" from Define Options and defaults tab is checked, and on journal line, there is a zero amount value and an invalid chartfield, the journal is incorrectly imported in the system.
Steps to reproduce the issue :
1.Use Edit Journals options in Define options and Defaults tab in Journal Spreadsheet
2.Enter a journal header in journal spreadsheet.
3.On journal lines, enter amount=0 and an invalid chartfield ( for example, dept_id=99999 , which doesn't exist in system )
4.Journal is imported in PIA, no check on chartfield being done, which is incorrect.
5.If an amount is entered ( different than 0 ) , the journal is not imported due to incorrect chartfield.
