The Benefits Visualization graph for Plan Migration as of January 1 shows how many employees have enrolled for a specific plan each year (as of January 1), however, the numbers do not match a query of the HEALTH_BENEFIT table for all employees newly enrolled each year on the 1st of the year.

Steps to Replicate:

1. Review the Benefits Visualization graph for Plan Migration as of January 1 and select to open one of the benefit plans to review the numbers each year.  Navigation:  Workforce Administrator Menu > Benefits Visualization tile.
2. Query the HEALTH_BENEFIT table for the benefit plan example to see the number of employees enrolling in the plan each 1/1/xx.  Navigation:  Reporting Tools > Query > Query Manager.
