E-AWE: Approval Workflow Admin Doesn't Receive Email Notifications When a Requisition is Submitted and the Original Approver's Account Is Locked Out (Doc ID 2829093.1)

Symptoms

During the approval workflow, when a Requisition is submitted for approval and the approver user's account is locked, the Approval Process Admin(s) do not receive any email notification. The expected behavior is that if an approver account is locked, the Approval Process Admin(s) should receive notification. As a result, Requisitions, Purchase Orders, and GL Journals are getting assigned to inactive approvers and the process Admins are not getting notified.

Steps to replicate:
---------------
1. Create a Requisition (e.g. Home > Purchasing > Requisition > Add), and save.
2. Lock the account of the approver of the first routing.
3. Submit the Requisition for approval.
4. No email notification is sent and the Requisition is assigned to the locked approver.
