Symptoms

The Mass Change option is not displayed to a user on the Requisition Page

The issue can be reproduced at will with the following steps:
       1) Navigate : eProcurement > Create Requisition 
       2) Add Special Request Items
       3) Click Checkout
       Issue : The Mass Change option is not displayed
