E-Cloud: CM 13 Shift Fails When Performing DB Tier Install Activity With Error RMAN-06403: could not obtain a fully authorized session (Doc ID 2832652.1)

Symptoms

Recently upgraded Cloud Manager (CM) 12 to 13 has the environments lifted successfully but the shift is now failing when performing DB tier install activity.

The below error can be found in the remote_out.log under /home/psadm2/psft/data/cloud/cmlogs/envs/<envname>/psft_activity_dbtier_install_<timestamp> directory.

The issue can be reproduced at will with the following steps:
1. Upgrade CM12 to CM 13.
2. Perform the lift of the on-premise environment.
3. Run the shift process.
    Navigation: Log into CM and then click on the Lift and Shift tile. Click on the lifted environment Actions button and choose Create Environment.
