When Historical Position Row Matching with Job Data is Deleted ,System Deletes the Current Row from Job Data (Doc ID 2835476.1)

The system is deleting current effective dated job data when historical position data is deleted.

Steps to Reproduce the Issue:

1. Open manage position (fluid) i.e Workforce administrator-->Position Management Tile--> Manage Position Tile
2. Search for a position with incumbents and has position managed historical job data
3. Add a new current row, change reports to value, make sure the update incumbent flag is checked
4. Submit the change. Data gets submitted successfully.
5. On the Position confirmation page click on the "Go to Position Details" button, Position details page opens with the latest row on the top. 
6. In a new window, verify job data of the new current row with reports to value from position data
7. Come back to the position detail page
8. Delete a historical position row that matches with a job row
