Symptoms

Page and Field Configurations with a required field are not being applied to existing data.

Page field configuration should work for a new project as well as an old project update.

Replication Steps:
-----------------------

1. Navigate to Enterprise Components > Page and Field Configuration > Page and Field Configurator.
2. Enter component Name “PROJECT_GENERAL”.
3. Add field Name CATEGORY_IND and make it a required field (checkbox checked).
4. Save the configuration.
5. Navigate to the Project General Information Page. Navigation:  Project Costing > Project Definitions > Define Project General Info.
6. Click the Add a New Value Tab.
7. Enter the Business Unit.
8. Enter Project ID.
9. Fill out all required fields except Category.
10. Error pops up as expected. Populate the category, and save the project. Page field configuration is working for a new project.
11. Now go to some other project and come back to the same project remove the category and save, the system lets you save without a Category though it is required as per setup. Page and field configuration is not working for existing data.
