E-WF: Email Server is Taking Approximately Five Seconds to Process Every Email, Causing the Email Server Connection to Time Out (Doc ID 2847006.1)

Symptoms

Site created a custom page from which hundreds of emails are triggered. After the emails are triggered, the page hangs without any response. The SMTP log contains timeout errors, and for each email address, the response of "Recipient OK" from email server takes five seconds. 

The issue can be reproduced at will with the following steps:

1. Log into Application Designer.

2. Create a custom page, and add the necessary code and button to send hundreds of notification emails.

3. Log into PIA via a browser, and navigate to the custom page.

4. Edit the field values on the page, and press the button to send the hundreds of notification emails.

5. Observe that the page hangs. Open the SMTP log, and observe that for each email address, the response of "Recipient OK" from email server takes five seconds.
