AWE/EC: Blank Approval Emails Gets Sent in Addition to the Regular Approval Emails (Doc ID 2848934.1)

After upgrading to FSCM 9.2 PUM 42, users are receiving blank emails. This occurs even if email notifications for various approval process IDs have already been set up in the Notification Administration: PeopleTools > Notifications > Notification Administration.

Steps to Replicate:

1. Create a new Supplier Registration.
2. Click the Submit button to submit for approval.
3. At this point, 2 emails are sent to the Approver:

For example, on Supplier Registration, the approver gets:
1. One email with the subject "Supplier Registration & Maint" and nothing in the body.
2. One email with the subject "Supplier Registration is awaiting approval" with the appropriate approval link in the body.

Another example is on Vendor Approval. On that approval, the approver gets:
1. One email with the subject "Payables" and nothing in the body.
2. One email with the subject "Approval is requested for Supplier ID XXX , and the appropriate approval link in the body.
