Symptoms

E&G (Education and Government) only:
When rehiring non-resident alien employees who currently have a Federal Form W-4 version set to 2019 or earlier, the Federal Tax Data and State Tax Data are mismatched, causing the below error.



STEPS to REPRODUCE
-----------------------------
The issue can be reproduced at will with the following steps:
1. Employee is NRA and terminated
  - Navigate to: Workforce Administration > Job Information > Job Data
  - Rehire employee (still NRA)
2. Navigate to: Payroll for North America > Employee Pay Data USA > Tax Information > Update Employee Tax Data
  - Original Federal Form showed 2019 or earlier version, Special Tax Withholding Status as Non Resident Alien (Single status), State "DE" with Special Withholding Tax Status as NRA (Federal Rules) (Single Status)
  - Job Inserted row shows Federal Form for version 2020 or later and Special Withholding Tax Status at 'None' and Single, and State "DE" with Special Withholding Tax Status as NRA (Federal Rules) (Single Status)
3. Insert a new row 11/15/2021
  - attempt to save
  - Error occurs.
